You can make them out of string. I have seen it done. Make a pattern of: a board with four dowels sticking out of it. The two outside dowels are the width of the reed and the two center dowels are close together. Wrap string around the center ones and tie knots then the outside ones are loops. Can't give you much more information, sorry. The gist is that when the string reed is in place, the warp thread goes through the center hole that you created with the knots.
Where did you get the plans for making a loom? My wife and I were just talking about making one the other day.
