I'm not sure of the quality of my following statement but:
Sandblasting, then a coating of of a modified cement just for this purpose and followed by any of the commercial sealers on the market.
Best bet is to go to a masonary/cement supply store and ask for information and the products required. [ Not the large box stores ]
Not much for advice but it's the best I can do.

Quikrete sells a product for doing a new skim coat on concrete...it's in a blue bag ( I think ). I saw it used on a diy program to spiff up an older pitted sidewalk and steps, it looks like it worked well.
