The last time I papered over paneling, I used liner paper under the wallpaper. Wash the walls good, then use a primer or sizing. Then the liner, then the wallpaper. Looked great when it was done.

A continuous load is anything that may run for 3 hours or more at a time. The breaker should not be loaded more than 80% for those types of loads.
A 15A breaker is only going to be good for 12 Amps for a continuous load. A 1000W load at 240V is about 5 Amps. You're OK.
A couple of possible solutions......
Change the outlet to a 110V one with the correct configuration. Terminate the unused "hot" wire with a wire nut or what ever they may be called in your neck of...
Why dismiss the extended cab? You can get one with an 8' bed. Makes for a bugger to park and turn around, but they're out there.

Yes there is Gary, add another 4-8 circuit panel next to your transfer panel. Replace or use an existing 2 pole in the transfer panel to power the extra panel. Run the new circuits to it. Let me know...
I have seen that type of setup, but don't recommend it. The automatic style are the best in my opinion.
