I read somewhere it is because of a flys many eyes and the water magnifies everything and basicly blinds them.

Rent a stump grinder and grind it down below paving/gravel level and pave/gravel over the stump.

Had done ours in crushed limestone. What a mess when it rains. Just had 26 14 yd. loads of recycled blacktop brought in. Makes a great dust free driveway. That's what I would look for if I was you.
