I don't see the need for the block. Just putting a goodly amount of fair sized rock (called drain rock here) gives good drainage. Possibly in clay soil you might need something more.

I've never used pea gravel so don't know about that. My experience tho is that a post set in wet dirt will always be loose. They won't tighten up when the ground dries.
