Fire stops are horizontal pieces of stud material that prevent intra-stud wall cavities from being chimneys in case of a fire, like if an electrical box had a problem. These are a great safety feature BUT sure get in the way of adding wires. If you have room in the attic you can use special drill bits (really long) and or long drill bit extensions to drill down from above to make a path for wire.

Always carefully check for previous power and or other wires that may traverse the cavity of interest that could be hit by your driling efforts.

The removed baseboard is a great alternative. If you have a crawl space, you might have better luck down there.

There are telephone devices that plug into existing 120 VAC outlet and provide a modular phone jack connection. This allows a phone outlet anywhere there is an electrical outlet. Not so expensive and dead simple to install.
