Handy, Interesting. I have no clue why it is required to know all this. It is interesting but from my personal approach it would not matter. It is just another sad soap opera.
I don't care WHY the dog is biting me only THAT the dog IS biting me. They are in violation of the terms of the deed, typically referred to as CC&R's. Do what is required legally to enforce compliance. They will most likely move on and go "inflict" themselves on other poor unsuspecting neighbors. If it were me I could care less aboiut all the personality stuff so far as getting the desired result is concerned.
Complaints to child welfare agencies and such may or may not help bring the desired action. I'm sure you and other neighbors are caring and loving people and are troubled by how the children are treated. COMPARTMENTALIZE Take care of business. Do all that can be done legally ASAP. Do not dilute your efforts or be sidetracked by things you can't fix. Bottom line is that they will go somewhere else and treat their kids just as bad or worse and the odds of your having a beneficial lasting effect are just about nil.
I DO UNDERSTAND about SLEAZOID creatures such as your neighbors. Within the law the best you can hope for is to mount sufficient pressure so that they see it in their own best interest to go elsewhere. It is darned unlikely you will get them to see your point of view, admit any wrong doing, or permanently modify their behavior.
Isn't the single most important issue having them gone? Any effort spent on them that is not aimed at having them gone, is misspent. You can convene "town hall" meetings and have several prominent members of the community cluck there tongues in unison and wring there hands till they are chapped but only effors directly responsible for getting them gone are not wasted. You might as well debate with mold and try to convince it to mend its ways and get along. Clorox!
Stay after all available legal avenues and let the other stuff NOT TAKE YOUIR ENERGY.
I had way worse neighbors than these and less legal means of improvement. Several months ago after 6 years of hell at his hands the idiot ate his pistol and the neighborhood has imporved by a giant leap.
Decades ago in San Diego I had a next door neighbor who was a sleazoid. I brought an 8 monthg old Great Dane puppy home on trial. I walked it on leash on the sidewalk. My neighbor brought his young son out to the sidewalk to see the dog. I cautioned him to not touch the dogs ears as they had been in surgery and were sore. I allowed as how the kid could pet the dog while it was with me on a leash but that he should not touch the dog otherwise. This was made clear to the father as well.
Later when the wife and I were gone and the dog was off leash but inside our chainlink fenced back yard, the neighbor picked his son up and put him over the fence to play with the dog. The kid grabbed the dogs ears and got bit in the face. One tooth went throught his cheek wall. I was so sorry for the kids trauma but felt no responsibility. The kid got medical treatment and cosmetic surgery and will hardly have any visible signs. The parrents made a claim on my home owners insurance and they did not contest it just paid big bucks. The father sent the kid with bandages on his face over alone to knock on our door and show us what our dog did to him.
I am not convinced the dad didn't put the kid over the fence to get a claim. He was the sort of sleazoid that would have put his son's face in the dog's mouth and kicked the dog's mouth shut. I was powerless to influence the insurance company. They just wanted to pay off and get a release. Can't blame them actually, if it went to court a bunch of bleeding hearts would have given the kid as much as they possibly could even though the only fault was the father's for putting the kid over the fence. I returned the dog during the trial period so as to not give them a second chance at trying to win the lottery.
