My neighbor just discovered tiny white flies on one of his plants. The leaves are curling up and she tried spraying a neem oil on it, but doesn't seem to affect them. She's never had this before, so she asked me, and now I'm asking here? Any ideas?

I hope this does not sound cruel however they can be real pests. The first thing you have to do is population control. What I find works best is getting a vacuum cleaner and sucking as many up as possible. That does sound cruel doesn't it? Still....
