I live in Chile, South America and several years ago the government built a new road in the southernmost section of Chile that tied it to the mainland. That area was basically uninhabited so they opened it up to homesteading. People could basically choose the land they wanted and if they lived on it for a certain number of years it was theirs. A number of people took them up on it.
