    plaster walls

We have an old home. The walls and ceilings have been painted over many time in the last 62 years. Unfortunately, the ceiling paint of the last coat (done before we moved in) is chipping away. There are no signs of water damage. It's almost like paint coming off of plastic. How do we fix this? We were told once that we had to scrape it all down and start over. Is there an easier way? Thanks!

The key to a proper paint job is surface preparation. You, unfortunetly are victims of poor or incorect surface preparation. The last coat of paint is probably some type of latex applied over a high gloss enamel, without a primer... doesn't really matter however. Now your left with the fix.
You're correct, you are probably going to have to remove the last coat of paint and thier is no easy way to do that.
I would cut out some of the layers out to try to determine exactly what you have so you don't make the same mistake the last guy did. Take a good sample to a professional paint store and see if they can recognize the types of paint or surface you have under the existing paint. There may be a quick fix or at least they will be able to tell you how to prep the surface once you have it uncovered.

I'm sorry to say, but that's going to be a project and a half buddy. Since you live in the house, chemicals like paint thinner are out of the question. Scraping may be your only alternative.
