I think rather than there being a dealer conspiracy where they all "get it wrong" to sell a costlier installation, it is more likely a simple misunderstanding. Do a Google on direct vent and then vent free gas heaters, fireplaces, or whatever and you'll see they will all agree closely to what I said.
