No i do not have one, i use the basement for root crops. Humidity is an issue though. Too much and things become science projects. Too little and lose flavor, quality.
Guess depends on you usage of the space (?)

I would think that root cellars work by evaporative cooling - the moisture in the ground comes through the wall and evaporates, cooling the area. Plastic would stop that moisture migration. It also seems that it would prevent air movement and it would get moldy and stale. No experience, just my opinion.
